I was at Disney's California Adventure this week. The background music in the Paradise Pier section is California themed (Beach Boys, Jan and Dean, etc...), and carnival sounding, played on a calliope with the melody line played on a flying-saucer sounding whistle.
I've seen and heard these whistles before, they sound a little like a theremin, or musical saw, but brighter. The sound is also similar to one of those siren whistles (you can almost hear the little wheel spinning 'round) but with some pitch control.

I'm trying to find one, does anyone have an idea what they are called?

Thats what I was guessing that it is a slide whistle, You can change the sound by sliding the rod with a push pull.

It might have been a slide whistle, but it has a wavering quality like a siren whistle. I now I've seen one before, but I con't seem to find one.

A signal generator might have been used. This is not a musical instrument at all but is used to create very specific sounds. The one a band I was in once had a large (6" diameter) calibrated dial on the front. You diaied in the tone in Hz you wanted, hit the on button and that sound ran out of the generator (via a 1/4" connector to an amp). It was possible to change the tone and go from a pre-selected tone to another pre-selected tone and back and forth until the cat jumped out the window and the dog went crazy.

Nice thing about them was the actuacy and the abilty to be added as a separate track later... or used during a performance.

As a side-benefit, a signal generator was also the tuning machine from hell: You want everyone in the group or the state, to tune to A440, dial it in, turn it on, crank up the amp and A440 blanketed the region.

Rock and and pop groups used to travel with a signal generator and it was a mainstay effect producer in the analog recording days.
