I have a registered Chinese Erhu with the gold card for internal transportation and everything, but for the life of me I am unable to find out how to get a CITES permit to take it out of the country to the US. Does anyone know where exactly you can get one from?

The best method for getting a CITES certificate is through the vendor of your erhu. The CITES certificate is supposed to provide documentation that the snake skin was from farmed snakes rather than taken in the wild, or so I understand. You can't take your erhu just anywhere for a certificate since they will not know anything about where your erhu came from.

From January 1, 2005, new regulations also require erhus to have a certificate from the State Forestry Administration, which certify that the erhu python skin is not made with wild pythons, but from farm-raised pythons. Individuals are allowed to take up to two erhus out of China when traveling; commercial buyers need additional export certificates.

Outside China, manufacturers of erhu are able to issue their own CITES licenses with approval by governments of their respective countries. Such exports are legal as they have been made from legal skin sources.

If you can't get help from the vendor of your erhu vendor, you could ask Sung Wah of Eason for advice. For what it is worth, my teacher brought back several erhus to the USA from a China trip last year. I don't think he took the trouble to arrange for CITES certs, and yet did not have any trouble. Don't count on this though. It may depend on luck.

Hi,

I'm in the same boat you are.  I've got the gold card but no CITES certificate. 

The last time I left China, two weeks ago, I talked to a customs officer at the Pudong airport.  She gave me a brochure, but didn't speak English well enough to be of any real help.

I tried to attach the scans of the brochure but they're too big - let me know your email address and I'll send them directly to you.  The brochure lists the offices and locations in China where they deal with CITES.

When I left the last time, as usual, no one asked me anything or even looked at me as I was going through customs, in fact the kid at the podium appeared to be asleep!

Just out of curiosity, did you carry the Erhu(s) in your luggage on as a carry-on? I have a hunch it will be less likely to be a problem if it's in checked luggage, but at the risk of the Erhu's condition.

I haven't actually brought it back yet.  I left it in China with my interpreter.  When I go next time, I plan to hand carry it with me.  My thought is like this:

All checked bags are xrayed by security.  A few trips ago, they called me over the PA and I had to come unlock my bag because of a can of shaving cream!  When they saw what it was, they obviously didn't have a problem with it, but while I was in the little Xray room, there was a customs officer there.   Sooo, if I check the erhu, there is a high chance of it being seen by the xray operator and inspected if they really want to check.

On the other hand, of all the times I've travelled, I have never been stopped or questioned by customs when leaving (or entering for that matter) China.  Like I said before, the last time the guy was sleeping when I walked by.

Obviously, I'd like to try and get the CITES cert. when I go back the next time.  If I can't, I'll hand carry it with me because I won't be going back to China for about a year after my next trip.
