I am having some trouble feeling with the picks on how long do they need to be over the end of the fingers.

You need to play with different lengths and then decide what is right for the way you play.
There is no "correct" length.
If you can't find something in the standards that you like, check out http://www.alaskapik.com I like these a lot. The don't curve around your finger tips and allow you to back stroke without hanging up on the strings.
