would buying an acoustic guitar for about 20 bucks on ebay a good decision dont know anything about guitars looking to get a cheap one for just beginning.

The best way to buy a guitar is to figure out what is your price range, shop around, and if possible, visit a local store to see how they play.  If possible, get a guitar with a solid top; the extra money is worth it, because the tone will improve the more the guitar gets played; cheaper laminated guitars may be sturdier, but their tone doesn't improve with increased playing.

The other alternative is mail order.  There are a large number of decent sounding guitars that can be mail ordered nowadays for a very low price.

From personal experience, I don't buy off of eBay if I can find a similar instrument sold by a physical store that sells on the Internet; they will generally stand behind their product in case of defects, if they want to stay in business.  With eBay, you are often dealing with private individuals who may or may not have the wherewithall to deal with returns and defective merchandise.   

If you're looking for a decent playing guitar, for not a lot of money, I would recommend one of the Fullerton guitars being sold on clearance by Music123.com (due to being purchased by their rival, Musicians Friend), a superstore physically located in South Bend, IN.  They sell several clearance-priced solid spruce top acoustic guitars for about $90 (most of the competition products sell for $300 or more for a solid top guitar).  I've bought 6 solid-top guitars from Music123.com, and they've all been exceptional sounding instruments, from $300 to $100.

But you'd better act fast.  There are only a few of these clearance priced Fullertons left - once they're sold out, they're gone forever.  (If you had ordered a few weeks ago, you could have bought a solid spruce top Fullerton for $45.)  Half of their inventory of listings has disappeared already since I checked their web site yesterday.
